Application for driver’s license
The application form for a driver’s license, temporary driver’s permit, learner’s permit, or motorcycle learner’s permit notifies the applicant of the requirement to register with the Department of State Police if the applicant has been convicted of an offense for which registration with the Sex Offender and Crimes Against Minors Registry is required.
Applicants and license holders to notify Department of change of address
Requires DMV to send the address change information to the Department of State Police for comparison with information contained in the Virginia Criminal Information Network and National Crime Information Center Convicted Sexual Offender Registry Files, at the time of the change of address.
Qualifications of school bus driver
Prohibits any person from driving any school bus on a highway in the Commonwealth during any period in which he is a registrant.
Expiration and renewal of licenses
Driver’s license valid for 5 years when issued to a registrant.
Requires DMV to send application information, including a photograph, to the Department of State Police for comparison with information contained in the Virginia Criminal Information Network and National Crime Information Center Convicted Sexual Offender Registry Files, at the time of the renewal of a driver’s license.
Eligibility for commercial driver’s license
Prohibits a registrant from obtaining a CDL to drive a school bus.
Allows a registrant to obtain a CDL to drive a passenger-carrying bus but the license must include a restriction that prohibits the operation of a commercial vehicle to transport children to or from activities sponsored by a school or by a child day care facility licensed, regulated, or approved by the Virginia Department of Social Services.
Special provisions relating to commercial driver’s instruction permit
Prohibits a registrant from obtaining a CDL instruction permit to drive a school bus or to drive any commercial vehicle to transport children to or from activities sponsored by a school or by a child day care facility licensed, regulated, or approved by the Virginia Department of Social Services.
Cancellation of commercial driver’s license endorsement for certain offenders
Requires DMV to cancel the Type S school bus endorsement for any person holding a commercial driver’s license or commercial driver’s instruction permit who is a registrant.
Requires DMV to cancel the passenger-carrying endorsement for any person holding a commercial driver’s license or commercial driver’s instruction permit driver’s license who is a registrant, and issue instead a license or permit that includes a restriction prohibiting the license or permit holder from operating a vehicle to transport children to or from activities sponsored by a school or by a child day care facility licensed, regulated, or approved by the Virginia Department of Social Services.
Issuance of special identification cards; fee; confidentiality; penalties
Requires DMV to electronically transmit application information to the Department of State Police for comparison with information contained in the Virginia Criminal Information Network and National Crime Information Center Convicted Sexual Offender Registry Files.
Restricts DMV from issuing special license plates to registrants or vehicle co-owners with registrants if the design of the plates, including any logo, emblem, seal, or symbol on them references children or children’s programs or if any revenue-sharing provision for the plates contributes, directly or indirectly, to any fund benefiting children. Also restricts issuance of special license plates if the requested registration numbers or letters or combination thereof could be read, interpreted, or understood to be a reference to children.
